usually club penguin staff tell everyone all about the party that they are going to throw for cp, but this time they left us all guessing. but you dont have any blog roll requirements so people assume there are no rules
plus penguins with little hits usually add alot of penguins to their blog roll in the beginning. like all the guys with 100,000 htis and more have little blog rolls. its too early for you to have little blog rolls
